Smart Contracts on NEAR

The Project registry on NEAR pulls of existing lists, so projects made on Grant Picks appear across Potlock ecosystem apps. This projct registyr is different than the Stellar Grant Picks registyr as it pulls most data on top of the social.near, while it just managed account iD, their statuses, and allow lists that can be applied to or not with other lists managers who can edit these statuses.
